What we deal with in Glasgow.
Scotland runs its own planning system. National Planning Framework 4 is the national policy document rather than the NPPF, and building standards are set by the Scottish Building Standards rather than the Approved Documents used in England. The measurement standards are the same, BS 4142 and BS 8233 apply as they do elsewhere, but the policy framework an assessment has to speak to is not. An assessment written to English policy will not read correctly to a Scottish planning officer.
Glasgow's tenement stock is the other distinctive factor. Sandstone tenements were built with masonry separating walls and timber floors, and converting or subdividing them raises sound insulation questions that do not arise in typical English housing stock. Timber floors between flats are the recurring difficulty, particularly for impact sound.
Glasgow City Council determines applications across the city, alongside a substantial industrial and manufacturing base along the Clyde corridor that keeps BS 4142 work steady.

Is the assessment different in Scotland?
The measurement standards are the same, BS 4142 and BS 8233 apply as they do in England, but the policy framework differs: National Planning Framework 4 rather than the NPPF, and Scottish Building Standards rather than the Approved Documents. The report has to be written to the framework the officer is actually applying.
Why are tenements harder for sound insulation?
Because timber floors between flats transmit impact sound readily and the separating construction is not easily improved without losing ceiling height or floor level. Impact performance is normally the constraint, and it is worth establishing early what is achievable.
