Where the background sound level is genuinely low, and that changes the answer to almost every question.
The local picture
What we deal with in Cheshire.
Cheshire is where the difference between an absolute noise limit and a comparison against background becomes obvious. Night-time background sound levels across much of the county fall into the twenties, and BS 4142 judges plant against that figure rather than against a fixed number. Equipment that is entirely unremarkable on an urban site can produce a clear adverse impact here.
That single fact shapes most of the work. Domestic heat pumps, swimming pool and spa plant, biomass boilers, grain driers and refrigeration on farm and equestrian premises all come up regularly, and all of them are assessed against a background that gives them very little room. Getting the position of the unit right at design stage is usually cheaper than any mitigation afterwards.
The county also has a steady flow of barn and agricultural building conversions. These combine a rural background with existing structures never intended for residential use, so they frequently need both a planning-stage noise assessment and a sound insulation strategy for the conversion itself.
Two authorities determine applications across the county, Cheshire East and Cheshire West and Chester, and it is worth confirming which one covers the site before assuming what the validation checklist will ask for.
Typical instructions
Work that comes up here.
Taken from the job book rather than a service list. If yours is not on it, it is still likely to be routine. Send the wording and we will say so.
- BS 4142 assessments for plant on rural and semi-rural sites with very low background levels
- MCS 020 and BS 4142 heat pump assessments for domestic installations
- Barn and agricultural building conversion noise assessments
- Assessments for equestrian, agricultural and rural business operations
- Noise complaint investigation where a neighbour has approached the council
Local detail
We read your checklist before we price it.
Validation requirements vary between authorities and between applications. We read the one for yours before quoting, so the scope matches what is being asked for rather than what is usually asked for.

Questions
Cheshire: common questions.
Why does rural background matter so much?
Because BS 4142 compares plant noise against the background rather than a fixed limit. A night-time background in the twenties leaves very little headroom, so equipment that passes comfortably in a town can indicate a significant adverse impact on a quiet Cheshire plot.
Which council covers my site?
Cheshire East or Cheshire West and Chester, depending on where in the county you are. It is worth confirming before assuming what the validation checklist requires, and we will check it as part of quoting.
