What we deal with in Wigan.
Much of Wigan's development land is former colliery and industrial ground, and it has been taken up by two uses that do not sit easily together: large distribution warehousing and volume housing. Where a scheme puts them side by side, the assessment has to deal with continuous night-time operations rather than the daytime activity a casual site visit would record.
We carried out an independent survey at Astley Business Park in the borough, comparing what an approved assessment predicted at the nearest homes against what was actually measured once the site was operating. The gap between the two was substantial, and it is a useful illustration of why the source terms in a prediction matter more than the modelling around them.
Wigan Council determines applications across the borough, which runs from Standish and Shevington in the north to Leigh, Atherton and Astley in the south east.

Yes, and we do it regularly, for residents' groups, developers and councils. The most common weaknesses are a background level that does not represent the assessment period, and a dominant source excluded from the assessment without explanation.
